The Journal of Leadership for Basic and Higher Education is an open-access, peer-reviewed scholarly journal dedicated to advancing research, professional practice, and policy development in educational leadership, administration, governance, and institutional development. It welcomes original studies, theoretical contributions, policy analyses, case studies, leadership innovations, and scholarly discussions concerning schools, colleges, universities, education agencies, training institutions, and other learning organisations. The journal publishes one volume with four issues per year and accepts original research articles, review papers, theoretical essays, policy papers, case studies, institutional reports, and research notes. Accepted articles beyond the scheduled issue will be included in subsequent releases and may be made available online ahead of print.

All published articles in the journal are licensed under the Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0), which allows users to download, share, reproduce, and adapt the work for non-commercial purposes, provided that proper attribution is given to the original authors and source. The journal is committed to rigorous peer review, academic integrity, ethical leadership, institutional accountability, and global accessibility. It seeks to ensure that published research contributes to improved educational governance, organisational effectiveness, teaching and learning quality, stakeholder participation, and equitable educational outcomes.

The journal provides a global platform for school leaders, university administrators, education researchers, teachers, policymakers, quality assurance practitioners, government officials, students, and other professionals involved in educational leadership and management. It encourages submissions that present evidence-based leadership practices, context-responsive policies, innovative governance models, and sustainable institutional strategies that may strengthen educational systems. The journal also supports scholarship that connects leadership theory with professional practice and examines how leaders respond to institutional, technological, social, economic, and policy-related challenges.
